Year Round Parking Charges proposed for Heaton Park

Heaton Park are consulting on the introduction of year round parking charges in the Park. Currently parking charges only apply on summer weekends and school holidays, but the proposals are for charges of:

First hour: £1.00
1-3 hours: £2.00
Over 3 hours: £3.00

Manchester is proposing to improve the parking facilities in the park. At the moment there are only two parking areas (The North Car Park and The Smithy Car Park) that adhere to their “desired standard of parking facilities” within Heaton Park. Their aim is to provide formalised parking across the whole of Heaton Park that can cater for all weather conditions and this will mean that better use is made of the available space.

Therefore, key works that are proposed include:
• Lakeside car park off Sheepfoot Lane to have logs removed, resurfaced and lined.
• For the informal car park overflow above Smithy Car Park to be formalised, surfaced and lined. This will create an additional 300 car parking spaces within the Park.
• St Margaret’s Car Park will be lined.

Pay and display machines are proposed in all car parks inside Heaton Park. Visitors will be able to pay by cash or over the phone.

The meters will be operational everyday (Monday – Sunday) from 10.00am – 5.00pm..

I suspect there are two issues for residents:

– if the proposed parking charges will cause (further) problems for people who live very near to the park with people parking avoiding the parking charges and parking on residential streets.

– if the proposed charges will deter regular users of the Park – I know many people use the park every day for a bit of exercise or to walk dogs. Manchester are saying that by only running the charges 10am – 5pm, people can come in before or after – but in the winter there won’t be much or any time that is free (as the park is closed in the dark).

    For residents living around the park area, this will just increase the amount of parking that already goes on in the surrounding streets, Park Road in particular being badly affected. We already have to put up with the infiltration of thousands of party goers whenever there is a concert (our views were not listened to then either)and now we are expected to put up with this extra inconvenience throughout the year. Once again it doesn’t matter for the park organisers – they just go home to other areas and turn a deaf ear to local residents concerns. Try looking at what happens over a weekend in the surrounding streets where cars are parked haphazardly. Just how much more misery are we expected to have inflicted on us.

    Seems to me that if they want to introduce parking fees in the park, they should simultaneously also bring in a Residence Parking Scheme.

    This would kill two birds with one stone, in that it would deter visitors to the park leaving their vehicles in surrounding streets and also remove the problem on the concert days!!

    The latter point being important as it would seem that we are fighting a losing battle in getting these concerts stopped.
